Dr. Justin Nsengiyumva appointed as Rwanda’s new Prime Minister

President Paul Kagame has appointed Dr. Justin Nsengiyumva as Rwanda’s new Prime Minister in a leadership reshuffle expected to inject fresh momentum into the government’s agenda. Dr. Nsengiyumva replaces Dr. Édouard Ngirente, who has served in the role since 2017.

The announcement, made by the Office of the President, today July 23, 2025, marks a significant transition in the country’s executive leadership at a time when Rwanda continues to advance its post-pandemic recovery and economic development strategies.

Dr. Nsengiyumva brings to the role a distinguished career in public service, education, and community development. He previously served as Permanent Secretary in both the Ministry of Education and the Ministry of Trade and Industry, where he was instrumental in shaping policy and managing strategic reforms. His leadership in these roles earned him a reputation as a results-driven and inclusive public servant.

A scholar by training, Dr. Nsengiyumva holds a PhD from the University of Leicester, where he also worked as a Graduate Teaching Assistant. He has combined academic insight with grassroots engagement, having worked extensively with refugee and migrant communities during his time in the United Kingdom. He notably served as Policy and Research Development Manager at Refugee Action, a role that deepened his commitment to inclusive policy development.

His community involvement also includes a four-year term as Governor at All Hallows RC High School in Salford and service as a national trustee for the Greater Manchester Immigration Aid Unit. Known for his collaborative leadership style, he is expected to bring a pragmatic and people-focused approach to his new role.

Following the announcement, Dr. Nsengiyumva expressed his gratitude and commitment to the role, saying:

I pledge to serve you and Rwanda with humility and dedication under your leadership and guidance. The new Prime Minister now takes on the responsibility of coordinating government operations and ensuring that national policies are effectively implemented across ministries. His broad experience in governance, education, and community work is seen as a strong foundation for addressing the country’s evolving challenges and ambitions.

As Rwanda positions itself for continued growth and innovation, Dr. Nsengiyumva’s appointment signals a renewed commitment to efficient governance, inclusive development, and strategic progress. He is expected to work closely with the President and Cabinet to accelerate key national priorities.

The transition ushers in a new chapter for Rwanda’s leadership, with high expectations for continuity, reform, and results.
